When To Adjust

My ex and I have been discussing adjusting our 13 year old's basal rate in 
the hours before breakfast. He had high BGs 7 out of the past 12 days, and

so I increased the basal a small amount. She felt that that was 
inappropriate, and wrote:

"In order to change the rates there needs to be consistently high
readings. 
If half of them are high that's not enough for a change.  In fact the
nurse 
said if the readings are good half the time, that's okay."

That seems absurd to me. I don't know what nurse she's talking about or
what 
the nurse meant (or if the nurse even knew what she was talking about),
but 
having high blood sugars half the time is definitely not OK.

I was wondering if anyone had any online references that I could point her

to which would help to explain the criteria for making adjustments for 
high/low blood sugars.
