Hey RON, Does this "reform plan" mean that the Feds
put the screws to the state of Nebraska about
the crappy system or what?
This looks like a demand created by a Federal CONSENT DECREE.

LINCOLN, Neb. (AP)
The state of Nebraska is getting out
of the day-to-day business of providing
foster and group homes for thousands of
Nebraska children.
Instead, Nebraska's Department of Health
and Human Services will contract with a
few large agencies for the more than
4,300 children who are wards of the
state and don't live with their parents
or other custodial relative.
An HHS re****t says state workers will
be *****sing the children's needs,
then the contracted agencies or
companies will be coordinating services
and provide foster or group homes.
The changes are scheduled to begin
July 1 next year, the first of the
new fiscal year.
