BM Megatron's near apotheosis

I've been rewatching Beast Wars and Beast Machines, looking for new
text that I can translate to English (DVDs >> VHS, 42 inch tv >>> 26
inch) and was struck by something in Beast Machines.  In Sparkwar Part
3, the siege, Megatron reveals his master plan: to consume all of the
captured sparks of what has to be most of the Cybertronian race.  They
even include a nod to the phrase 'till all are one.'  He even manages
to incapacitate all of the Maximals except for Nightscream.  All told,
he comes incredibly close to uniting the entire Transformers race into
one 'perfect' being.

So, had Nightscream not, ahem, screamed at him, what next?  Megatron
becomes an enormously powerful spark . . . any theories on where he
goes from there?

One possible clue is the 'body' he has forged for himself;  an
enormous head that vaguely resembles his old head.  Perhaps his plans
were along the lines of Unicron in Ghost in the Machine . . . turn
Cybertron into a gigantic body for himself.  Of course, the scale
doesn't really work, but that's never really stopped Transformers
before.

Other thoughts on what could be next on Megatron's agenda?
