iirc (my youngest being 4 now, & all that stuff receded to the back, dusty
parts of my brain) with my 2 their various going to sleep habits were
modified as we went along (which i think is what you're trying to
achieve?)
they both went through various things that had to be stopped for various
reasons & i had to come up with some sort of "bridge".
one of them (god help me, i no longer have any idea which one!!) liked
something you could try: i would gather his hands on his chest & hold his
shoulder while he lay on his side, & put my other hand on his upper leg, &
rock him gently back & forth (while sitting behind him on the bed, not
lying
in it). iirc it didn't last long & was phased into slow, firm backrubbing
pretty quickly (which can then, itself, be phased out gradually). i
actually
don't recall that he needed it every night or anything, but those times he
was exhausted but overwrought the movement calmed him & since he was
already
in the bed, no problem there either with having to move him. something to
try, anyway, your little one might like it & find it a suitable
alternative
to walking.
