With this scenario, asking the mother over (when I also agree that a 2-3 
year old shouldn't be further than arm's reach from a responsible adult,
not 
another child) then I can see the possibility of the mother then freaking 
because you called her over and away from whatever she was doing or
wherever 
she was.
I very well could be wrong, but it *almost* sounds like this other parent 
could be the type to cause a scene no matter what.  It's not like the
mother 
came over to handle the situation at the time - she waited until after.
