I recommend the Ferber book, "Solve Your Child's Sleep Problems".  It
has a lot of information and is especially good for figuring out what
the problem really is, before you start trying stuff to fix the
problem.

I think it is true that night terrors have something to do with not
getting enough sleep.  So a likely suspect in a 16 month old child is
switching from 2 naps to 1 nap.
