Interesting.  Breakfast programs in the inner city Chicago High School
I worked were available to all of the kids and the poorer kids got it
free.  There was breakfast at the elementary school my granddaughter
went to in Louisiana (magnet school) and I believe it was available in
all the elementary schools in our suburb.   It was before school
cl***** began and it was free for the poorer kids, but available on a
pay basis for others.  I think that is true here in the Houston area
as well, though I have not checked on it since my granddaughter does
not go that early and I have not been a substitute here yet.
