It is similar here (Northern Indiana), and has been around since my ds
(now 24) was in elementary school.
Breakfast is free for the students who qualify for the free lunch
program, lower cost for those getting the reduced price lunch program,
and full price for those who don't qualify for either of those
programs.

E tells me it is always set up in the cafeteria and the kids can go in
as they're getting off the bus if they wish to eat.  She's definitely
one of those kids that doesn't like to eat when she wakes up, but
she'll sometimes eat at home or even at the bus stop if I make her
something she can carry.  Many mornings she'll eat the school
breakfast in addition to what I've fed her, as she's gotten pretty
hungry by the time she reaches school.  She eats slowly and takes tiny
bites :-)
