Re: the requirement that the state *provide* an education

School meal programs where each child pays are far more expensive, per
meal, than similar programs where all children are entitled to eat for
free.  That is because administration costs so much more than the food
and the food service.

Universal breakfast is like universal vaccination in that it has both
direct and indirect benefits.  As a parent of a child soon to enter
the public school system, I very much want there to be a school
breakfast.  Not because I plan to send my child to school without
breakfast, but because I know how many other children will arrive
there without it, and without breakfast will be disruptive and will
interfere with my child's schooling.  Unfortunately, the public
schools in my community are moving toward serving *no* meals to
anyone.
