I'd say that anything that is affecting the student so that he or she
cannot
learn, that is evident from the student's own demeanor or description or
smell
or state of care, calls for notification of CPS.  This is the same kind of
requirement medical personnel have, BTW.

That's not the same thing as sniffing out which kids' parents are legal,
or
anything like that.

Do you mean to imply that a child living in a home with illegal immigrant
parents is at the same risk and living in a home with drug using parents??

No of course they're not.  That's why they *call* authorities.  If you
call the
police, that does not make you "the police".
